What is happening to the empty lot next to Mc Donalds (old gas station)? Looks like some sort of construction. Anyone know?

The Mirage Diner in New Rochelle lives. This establishing shot was from Monday night's "Kevin Can Wait" show, Kevin James's new show on CBS. When the scene came on I thought the diner looked familiar so I stopped the DVR and rewound it. Low and behold, it is the Mirage Diner. I am guessing that it must be some “stock shot” of a diner that the show used. I say that because of the all the leaves on the tree and the fact that the diner has been gone for so long. Also, the final scenes of last night’s episode featured Kevin James and his pals riding go-karts while shooting paintballs at each other. The trees in the neighborhood has no leaves on them so there was no way the two scenes could have been shot at the same time.
