Interesting dichotomy you have established here, and you have answered your own question in doing so.
Is it worth the risk for a good "meal at your local restaurant"? Is it safe to to buy "necessities" at Walmart, Costco, Target, Supermarket?
Put the politics and the branding aide! You have to buy food and clothing. I know you have a lot of options to do that besides the ones you list, and their offerings go far beyond the necessities. How do you do that safely? How well do they do that safely? Costco does it well, I think.
Most of us go to a restaurant to "enjoy a meal" - hardly a necessity. It sucks. People are losing their business and their livelihood, including my daughter. And they are being forced into the losses by people such as Newsom and Sam Page (STL).
70,286 people have lost their lives to covid so far in December 2020 - two more days to go.
These are tough decisions by people faced with tough options! I only have to make that decision for myself every day; others have to consider all of us. That sucks too.
In our case here in STL, Sam Page is a MD. Knowing what he knows, what are his options?
By the way, I don't know of anybody who has said it is safe to shop at WalMart, Costco, or Target. To me we are dealing with degrees of risk in all of the scenarios you lay out.
What's worse: - loneliness, boredom, depression, loss of business and livelihood, suicidal thoughts... OR - coronavirus, illness, possible death (most likely tied to a preexisting health problem)?

There's no right answer, it's probably a combination of thoughtful protocols allowing some degree of social interaction and business.
Political posturing is fueling radical actions by both sides. The vaccines cant get rolled-out soon enough.
My Mom passed away on January 12 of this year. She was in an assisted living facility and I got to see her and hold her hand the day before she died. We were able to have a wake and funeral mass for her. My siblings and I discussed bringing her ashes to the Florida home in April to pour them into the canal behind the house where we put my Dad. That all fell apart once COVID hit, she’s still on one of my brother’s mantel.
I consider our family fortunate in that we were able to visit Mom up to the end of her life and say a normal good-bye to her. I cannot tell you how badly I feel for people who cannot visit their aged parents or have funerals for loved ones. I feel worse for the elderly who cannot have visits with their children and grandchildren.
As far as I am concerned, people should be free to do what they want as long as they are not harming others. If my Mom were alive today I do not think that I would visit her for fear of getting her sick, much the same as I would do if I had the flu.
If people want to quarantine, fine. I did not and I’m not going to quarantine. I have not missed a day in the office throughout this disaster. I have a lot of co-morbidities: I’m 69 years old; I have coronary artery disease (medically under control); I have high blood pressure (medically under control); I have Type II diabetes (medically under control, in fact my last A1C was 5.8); and I take a biologic (Cosentyx) which suppresses the immune system. I still think that if I caught COVID, I could beat it, but I am in no rush to test my theory. I know I am at risk, but it’s my life and I’m going to live it as I choose within reasonable limits. I believe that I have acted responsibly to protect myself and others during this pandemic despite our idiot governor here in Virginia, who has destroyed the lives of many with his closures.
Like the rest of you, I am happy that 2020 is coming to an end. I’m guessing that at least the first half of 2021 is going to be much the same as we are going through now. The end of the China Virus cannot come too soon, although I believe it will be around for a long time and will be dealt with much like we deal with the flu.
