No, but I'd like to see where this "promise" was made. Also, I'll guess that if indeed a "promise" was made, it was done with a specific deadline that has yet to elapse.

Sounds like this type of promise would have been made in writing. As a property owner in New Rochelle who has sat through inane ordinance hearings regarding what people are doing with their property, I'm sure the college wasn't given the ok to build the North Avenue dorms with a verbal promise of a playground. I'm sure if a promise was made, it would have been in writing. As for the college not paying taxes, I hate to see what North Ave would look like if Iona wasn't there.
