NY State Bill A07107B makes it illegal for the NCAA to investigate a students NIL deal!
"entertain a complaint, open an investigation, or take any other adverse action against a college for engaging in any activity protected in this section or for involvement in a student-athlete's name, image,or likeness; or;
"penalize or prevent a college from participation in intercollegiate athletics because an individual or entity whose purpose includes supporting or benefitting the college or its athletic programs or student-athletes violates the collegiate athletic association's rules or regulations with regard to a student-athlete's name, image, or likeness"
Not surprisingly the bill was cosponsored by two Syracuse grads and an assembly person from Syracuse. A conflict will exist between NCAA regulations and state law if it is signed into law by the Governor, who also happens to be a Syracuse alumni.

86, JMO, but I would think that the NCAA could get involved if colleges can get around scholarship limits by 'giving' recruits NIL monies in lieu of scholarships. And, is it discrimination to give more NIL $$ to male athletes than to female athletes? Or do they get around that since the money isn't coming from the college? So, as of now fans should just throw boatloads of money at recruits.

Kind of funny that so many people pushing this thing are tied to Syracuse or the Syracuse area. Another major example of government overreach or people behind the scenes trying to get out in front of aa legal issue they plan on partaking in?

If you're a Syracuse fan, I guess you can make the argument that all the Big schools are doing it, so that they want to be sure that their hands don't get tied by NYS politicians. Don't get me wrong, I don't like it and I think that it will hurt the mid-majors. Just trying to understand where the Syracuse fans are coming from. Colleges should see their fund raising decrease as donors instead of supporting their alma maters are supporting the NIL Collectives. And the schools will still have to support all the other sports/programs. It will probably take a couple of years to see how it plays out.

NCAA passed regulation stating that their NIL regulations superseded any state legislation. Initial reaction from some P5 schools is basically to ignore that. More litigation!

Pretty sure Syracuse and a big NIL donor (forgot his name) parted ways recently. The Syracuse President and administration were concerned because this guy would show up to games with a celebrity and was very high profile and blatant on how he was getting players paid. For a school like Syracuse to run away from a big money can only imagine what was going on.
Syracuse is probably trying to protect themselves from the skeletons buried on campus

Honestly I agree with the P5s there. Is the NCAA that arrogant that they think their regs supersede state regs? Well, yes, yes it is.

This is interstate commerce and having 50 different sets of rules is untenable.
